How FraudCentral Determines a Media IP is potentially unlawful and/or illegal. What is FraudCentral current Processes & Policies.

Legitimacy of a Media IP Block (Robocall Campaigns)
It is important to know, FraudCentral does not play Judge & Jury to determine a call legality in the majority of cases. The number one priority of FraudCentral systems is to reduce tracebacks for intermediate carriers.
FraudCentral will target campaigns that are known in the industry to be a “Traceback Target” regardless of legality. FraudCentral also targets campaigns for which it has a reasonable basis to believe are illegal and will become a “Traceback Target”.
If your Media IP(s) have been blocked and you feel your campaign is within all legal guidelines, FraudCentral has an unblocking process/application which can be found here.
FraudCentral is about protecting your network and the consumers from harmful/unlawful calls. Unless FraudCentral has a reasonable basis for blocking a Media IP (traceback target and/or known illegal calls i.e., Government entity) FraudCentral will not block campaigns because they feel the campaign in question is annoying or goes against our personal beliefs nor does FraudCentral block campaigns because the campaign in question is a high-volume call business. FraudCentral wants to protect your network and business which can be done by reducing tracebacks and the legal woes it can cause in your business and thus only interested in finding and blocking “Traceback Targeted” campaigns.
What is a reasonable Basis to conclude a Media IP is being used for illegal Robocalling?
The content of the call may be fraudulent on its face, such as by falsely indicating the caller is a government entity e.g., SSA;
The call is a pre-recorded voice message to a phone number for which FraudCentral has proof that there was no consent (e.g., the campaign is reaching numbers in FraudCentrals RoboPot® Network);
FraudCentral may also takes in to consideration if the calls in the robocall campaign fail to identify the caller or provide a call-back number, as required by FCC rules.
The campaign is known to be a “Traceback Target” campaign.
FraudCentral does not block Media IPs owned by the following types of carriers.
CLECs, ILECs & Tier 1 Carriers.
